Agriculture is a vital sector for Albania’s economy, contributing about 20% of GDP and providing employment for over 40% of the population. Key products include wheat, maize, vegetables, fruits, milk, meat and grapes for wine production. Over 700,000 small, family-run farms dominate the landscape.
While agriculture remains crucial for livelihoods, the sector faces major structural issues around fragmented land holdings, poor irrigation, limited mechanization and market access. Productivity, yields and product quality lag regional averages. For example, Albania’s wheat yields are less than half the EU norm.
Tackling these farm-level challenges through measures like land consolidation programs and enhanced extension services could significantly boost outputs, incomes and rural welfare. Developing agriculture value chains and linking farmers to high-value domestic and export markets also offer potential.
Consolidating small plots through voluntary land exchanges can achieve economies of scale. Revitalizing agriculture irrigation networks neglected since the 1990s through rehabilitation and expanding coverage can enhance crop yields.
Introducing mechanized equipment, crop rotation practices and promoting hybrid seeds adapted to local conditions through demonstration farms can boost outputs. Soil testing and using customized fertilizer/pesticide recommendations per region can raise agriculture fertility.
Developing agro-processing facilities near production clusters enables value addition like drying, packaging and cold storage to reduce wastage. Contract farming models linking farmers to buyers of produce, livestock or dairy products ensures stable incomes.
Vocational training institutes teaching modern techniques and farm management skills can aid the transition. Group certification for organic or PGI/PDO quality products opens export opportunities.
